I have read many books on the topic, but if I had to recommend only one, this would be it. "World war D" covers all the aspects of the war on drugs and drug prohibition in an analytic and comprehensive way, with a non-dogmatic, evidence-based and practical approach. His reasoning is impeccable and implacable, demonstrating methodically the destructive futility and utter absurdity of America's longest-running and most expensive war, a war that cannot be won and that is draining 120 billion per year in the US alone, between federal, state and local governments. This is a war that the US has imposed to the rest of the world, and its global damage now far surpasses the damage done in the US, with narco-trafficking devastating and destabilizing large regions of the world.
Mr. Dhywood goes beyond the traditional storyline to clearly demonstrate the inevitability of illegal drug trafficking in a market economy, and the economic, social and human damage it creates. The collateral damage and the unintended consequences of the war on drugs dwarf whatever dubious benefits drug prohibition may have. Mr. Dhywood introduces interesting concepts and perspectives, such as the causal relationship between technological innovations and addictions as "diseases of excess". His approach on the ideological origin of prohibitionism is illuminating, repositioned among the other 19th century totalitarian ideologies. His analysis of the illegal drug market and its current evolution is eye-opening.
The second section of "world War-D" gives a great introduction to the inner workings of the brain and the process of mind alteration and addiction. While the chapter on the brain might be challenging at times, it proves quite helpful to understanding the issues raised by the use of psychoactive substances, regardless of their legal status. The book is certainly not a treatise on psychoactive substances, but it does a good job at reviewing the major substances, both legal and illegal. "World War D" highlights the role of alcohol as the dominant psychoactive substance of Western civilization and its function in its evolution from its very onset, pointing to the cultural aspect of the war on drugs. The book clearly demonstrates the arbitrariness of the illicit status of certain drugs while the vast majority of psychoactive substances are legally available and more or less controlled, including the most harmful, tobacco and alcohol; many prescription psychoactive drugs are at least as addictive as their illicit counterparts.
Mr. Dhywood goes beyond an assessment of the war on drugs failure and dedicates his third section to alternatives to prohibition, building a strong case for legalization and control. His approach to harm reduction is right-on. His blueprint for legalization is non-ideological, articulate and pragmatic. Mr. Dhywood doesn't pretend that legalization will solve the issues of violence or drug abuse, but it will certainly be a great improvement over the prohibitionist policies.
Altogether, the book does an outstanding job at debunking the official propaganda machine, but the book itself points out to the extreme difficulty to reverse the effects of a hundred years of brain washing, fear mongering and moral panicking. I just wish policy-makers would put aside their moral posturing and take the time to read this thorough and rigorous treatise.
